Utemuratov Bulat Zhamitovich is a Kazakhstani entrepreneur, billionaire, sports functionary and public figure. Utemuratov was born on November 13, 1957 in the city of Guryev, Kazakh SSR, studied in the city of Kyzyl-Orda at school No. 3 named after K. E. Voroshilov, graduated from 10th grade in 1975.
In 1981 he graduated from the Alma-Ata Institute of National Economy, economist. After graduating from the Institute, he worked there as a teacher, then until 1986 - in the system of the Alma-Ata Department of Trade. 1986-1990 - Deputy Chairman of the Soviet District Executive Committee.
In 1990-1992 . Utemuratov worked as the head of the department, head of the Department of the State Committee for Foreign Economic Relations, then in the Ministry of Foreign Economic Relations of the Republic of Kazakhstan. In 1992, Utemuratov was appointed General Director of the Kazakh Trading House in Austria. In 1993, he returned to Kazakhstan, worked as Deputy Minister of Foreign Economic Relations of the Republic of Kazakhstan (1993-94), First Deputy Minister of Industry and Trade of the Republic of Kazakhstan (1994-1995).
From December 2008 to March 2013 he was a freelance adviser to the President of the Republic of Kazakhstan, from May 2010 to March 2013 - Special Representative of the President of the Republic of Kazakhstan on cooperation with the Kyrgyz Republic.
