Beijing State-owned Assets Management Co., Ltd. (BSAM) is a large-sized State-owned investment company authorized by the Beijing municipal government to especially engage in capital operations. Its predecessor was Beijing State-Owned Assets Operation Company, which was founded in 1992, merged with the former Beijing Overseas Financing and Investment Management Center in April 2001. The merged company was subsequently transformed by the Beijing municipal government into a State wholly-owned company in accordance with the modern enterprise system and entrusted to operate and manage important State-owned assets in Beijing. In its first 5 years, BSAM consolidated its foundations, carried out reforms and adjustment, restructures itself from a utility unit into a modern enterprise, and changed from an asset management company purely undertaking government tasks to a large-sized State-owned investment holdings company with market functions. In its second five years, BSAM achieved fast growth in both size and efficiency. The third five years, which coincide with Chinas Twelfth Five-Year Plan period, will see BSAM embanking on a new journey of frog-leap development.
